This is a wonderful, highly collectible piece, from before 1910.  From my online research, I am calling this from Manchester Silver company, a well known old Silver house in the US. It is also numbered for the model, 481, and has the cross hallmark.
It is a Tea Ball strainer, in amazing condition, for it's age.  It measures 1.89", wide and high, without the chain or the original ring.  This is a special piece!
This is ready to display, or to use.
